Well heres the breakdown:

Level 8 means very little when it requires Power Tool Dragon but Glow-up Bulb/Spore/Effect Veiler/Lighton all can make this card.

Synchro means nothing whatsoever nowadays except it comes from the extra deck lol

Earth means it gets all of EARTH's support nothing too special here.

2900 ATK is a huge amount for a level 8 Synchro only beaten by Red Daemons Dragon and Colossal Fighter. It also means it runs over Goyo Guardian and Trishula. 

2400 DEF isn't much but nothing to scoff at.

Requiring Power Tool Dragon dampens it's usefulness outside of Supervis decks and Deformers. But Power Tool Dragon can easily be summoned as a generic level 7 Synchro so it can in theory be splashed.

Gaining back all your life points up till 4000 is greatness. Solemn Judgment to Solemn Warning to Seven Tools to Life Stream to Solemn Warning lol it can also reverse a duel and completely nullify any attempts at burning you down.

Taking 0 Effect damage is nice so that this becomes a nice way for Morphtronics to beat out Burn decks inherently.

Now the removing a equip card to keep this card from being destroyed is great. After the initial Power Tool summon this card can already survive anything at least once. In Gigavis it can survive 3 times once it hits the field.

it's a tuner meh

IT'S A TUNER!!!!!(No you cannot tune on your opponents turn with it). Being a level 8 tuner isn't much but it can potentially be beast. Tech Genus Recipro Dragonfly + Life Stream Dragon = Blade Gunner lol.

 Level 2 Dragon + Life Stream Dragon= Trident Dragion.

 2 Level 1 monsters + Life Stream Dragon= Ally of Justice Decisive Armor.
1 Level 1 Earth monster + Life Stream Dragon = Naturia Leodrake

2 Recipro Dragonfly + Life Stream Dragon = Halberd Cannon (Pull this off and you are a yugimons god)

1 Earth monster + Life Stream Dragon = XX-Saber Gattomz lol

Wierdest Synchro Tuner in the entire game can't even be used for Accel Synchro.
